Jesse is a planning and environment lawyer with expertise in legislative drafting, statutory interpretation, high-level legal advice and planning and administrative law litigation.

As a government lawyer within environmental and planning departments of state, Jesse has assisted in legislative drafting to establish regulatory bodies, introduced new regulations on subject matter such as animal protection, wastewater, stormwater and water theft, and led the drafting of offshore wind legislation.

As a private practice lawyer, Jesse has assisted local authorities, government departments and property developers with planning compliance and enforcement, review of planning agreements and general advice on planning and administrative law. He has particularly enjoyed working with water corporations on specialised subject matter such as administrative decision-making, flooding and legal liabilities and general environment duties.

Jesse has contentious experience, assisting clients with planning, compulsory acquisition and valuation disputes at tribunals. He is experienced in seeking a productive outcome and keeping lines of communication open with the other side in seeking to resolve disputes.

Jesse is friendly and approachable and is known for seeing the ‘whole picture’ with respect to government policy, planning and disputes. He hopes to bring his experience with public authorities and property developers to assist clients in this jurisdiction to achieve productive planning outcomes.

Before joining Farrer & Co, Jesse worked as a planning and environment lawyer in private practice in Melbourne, Australia. He qualified as a solicitor in 2019.
